It is all politics and all visual.  Be cautious of anything that comes out of Washington DC.  They acted like they argued over this new tax reduction.  Basically they are stiffing Social Security, but that is another frame.  We all new it would be the whole year, but the powers that be wanted to to make it a bigger decision than it really was.
