As usual, good intentions go bad when politicians are involved.  The ideas was that a legislator would find residents in the district that would not be able to afford college and were college bound.  There have been so many questionable scholarships given out in Illinois, that the government decided to end the practice.  

For each action there is an equal and opposite reaction!
