I have been to Washington DC. The government part of the city is quite nice. The government part of the city is why Virginia and Maryland donated the land for the creation.
Along the way the government buildings did not take up the complete donation. People started building houses in the territory. Nineteen colleges were built in the territory. That was not in the plan.
Elected government officials (Adam Schiff aside) have their primary residence in the state they represent. Interestingly 20 representatives reportedly do not live in their districts. Their is no need for representation on the original design of Washington DC.
The solution to the issue of representation is to give the non-governmental land back to Virginia and Maryland. This is obvious. Virginia and Maryland would get more people and would adjust the Representative counts but give the citizens full representation. They would be put under the jurisdiction and the ability to help select two senators. The constitutional structure is in place.
The solution to the deficiency in police force is to give the non-governmental land back to Virginia and Maryland. Virginia and Maryland could decide how to incorporate the newfound residents. They could add to existing municipalities or create new ones. This would be the opportunity to add to exiting police departments or if new municipalities are created, create new police departments.
A big benefit would be the Washington DC public schools could be remade in the two states. It is well known that Washington DC public schools are a disaster at best. This would be an opportunity to clean up that mess.
The Washington DC police department we be responsible for the government buildings. The staff would be much smaller. The rest of the police officers could go to other departments in the area they live as they may be needed or anywhere in the country as there is a police shortage in much of the country. An arrangement could be made to handle existing pension commitments. Anti policing laws made by the Washington DC city council will be eliminated immediately. Derelict Washington DC elected officials would have to try their hand to different electorate.
I am hard pressed to see how this would not work positively. There is a need to fix Washington DC. The time is now!
